16th March 2022 Council meeting
Dear Councillors,
You are hereby summoned to attend the next meeting of Mareham le Fen Parish Council which will be held on WEDNESDAY 16TH MARCH 2022 commencing at 7.15pm in the Lancaster Hall, Mareham le Fen Community Centre. Face coverings are not mandatory but welcome if anyone wishes to wear one. Parish Council business must be conducted in a public meeting (except for items deemed to be confidential and not in the public interest). Items to be discussed are shown in the agenda.
If you cannot attend the meeting, please send your apologies to the Clerk with reasons.
PRESS AND PUBLIC WELCOME. There will be a public forum at this meeting starting at 7.15pm when parishioners may ask questions or raise issues of local interest with the parish council for the first 15 minutes of the meeting. The chair of the meeting may limit the amount of time that each person may speak. The Council meeting will commence at the end of the public forum. Members of the public may not speak during the Parish Council meeting unless the Chair of the meeting allows this.

3. Declaration of Members’ interests in accordance with the Localism Act 2011 and requests for dispensations
(Disclosure by all members present of disclosable pecuniary interests in matters on the agenda that have not already been declared on their Declarations of Interests form. Councillors may not take part or vote on items they have a pecuniary interest in unless granted a dispensation. Requests for a dispensation should be sent to The Clerk by email or at the start of the meeting).
4. To receive the draft minutes to be approved as the minutes of the meetings held on 16th and 23rd February 2022.
5. To consider any matters arising from the minutes of 16th and 23rd February 2022 not already on this agenda.
6. To receive the minutes of the Staffing/ Employment Committee dated 16th February 2022.
7. To consider and comment on any local planning matters

8. To agree the date of the Annual Parish Meeting and the arrangements.
9. To receive the draft minutes of the Jubilee Committee dated 15th March 2022 and approve financial commitments and to approve budget for the financial year 2022/23.
10. To receive updates and approve any action to be taken on,
a) Cemetery – to consider the Cemetery Report and approve recommended actions in that report including membership of ICCM, appointment of a Cemetery Committee and Terms of Reference, to decide whether to appoint consultants to begin groundwater testing or planning approval and to decide whether to appoint solicitors to complete the purchase of the cemetery extension and to approve budgetary provision to meet those costs.
b) Benches – to approve locations and types of benches to be purchased.
c) approval of new replacement noticeboard and installation quotations
d) Parish council’s website and social media – approval of the privacy policy and the email and social media policy
11. To consider any Highways issues including approval of the LCC Parish Agreement for 2022/23 for signature.
12. To approve a budget for the production of a parish council newsletter in early-April 2022 regarding Anglian Water attendance at the April meeting, Jubilee plans and the Annual Parish Meeting and other parish matters.
13. To consider and approve financial matters
a) To receive the NJC pay rates and approve their application from 1/6/2021
b) To approve expenditure on the payments schedule
c) To consider the latest version of the asset register and identify any additions or amendments
d) To note and approve the use of a payment system to issue invoices and availability of payments by BACs, credit and debit card.
14. To note items of correspondence for information and decide on items for future action – LALC E-News, Invitation to nominate Community Centre Trustees, Information from the school about the Jubilee mugs.
15. To meet and consider any applicants for co-option to the parish council following the Co-option Policy and Procedure.
16. To consider and receive details about any other parish matters and items for the next agenda.
17. Date of next ordinary meeting – 20th April 2022 and the dates of any committees and extraordinary meetings planned.
18. To resolve to exclude the media and the public to consider items that may include the disclosure of confidential information regarding training and contracts in accordance with S.1(2) Public Bodies (Admission to Meetings) Act 1960
