18th May 2022 Annual Parish Council Meeting
Dear Councillors,
You are hereby summoned to attend the next meeting of Mareham le Fen Parish Council which will be held on WEDNESDAY 18th MAY 2022 commencing at 7.15pm in the Lancaster Hall, Mareham le Fen Community Centre. Face coverings are not mandatory but welcome if anyone wishes to wear one. Parish Council business must be conducted in a public meeting (except for items deemed to be confidential and not in the public interest). Items to be discussed are shown in the agenda.
If you cannot attend the meeting, please send your apologies to the Clerk with reasons.
PRESS AND PUBLIC WELCOME. There will be a public forum at this meeting starting at 7.15pm prior to the start of the parish council meeting when parishioners may ask questions or raise issues of local interest with the parish council for up to the first 15 minutes of the meeting. The chair of the meeting may limit the amount of time that each person may speak. The formal Council meeting will commence at the end of the public forum. Members of the public may not speak during the Parish Council meeting unless the Chair of the meeting allows this.

AGENDA
1. Election of the Chair and signing of the Declaration of Acceptance of Office.
2. Apologies for absence with reason given
3. Declaration of Members’ interests in accordance with the Localism Act 2011 and requests for dispensations
(Disclosure by all members present of disclosable pecuniary interests in matters on the agenda that have not already been declared on their Declarations of Interests form. Councillors may not take part or vote on items they have a pecuniary interest in unless granted a dispensation. Requests for a dispensation should be sent to The Clerk by email or at the start of the meeting).
4. Election of Vice Chair and signing of the Declaration of Acceptance of Office.
5. To receive the draft minutes to be approved as the minutes of the meeting held on 20th April 2022.
6. To consider any matters arising from the minutes of 20th April 2022 not already on this agenda.
7. To receive the minutes of the Jubilee Committee dated 17th May 2022 and adopt the decisions and recommendations made by the Committees.
8. To consider and comment on any local planning matters
- S/114/01622/21 - LAND AT MOAT FARM, WATERY LANE, MAREHAM LE FEN – update only
- S/114/02220/21 - LAND ADJACENT CROESO, MAIN STREET, MAREHAM LE FEN – Detailed Particulars relating to the erection of 30 no. detached bungalows with attached garages, (outline planning permission S/114/2315/17 which was for Outline erection of 32no. dwellings (with means of access to be considered) granted on the 23 October 2018. Drainage information now submitted and amended dwelling types. – comments by 25May2022.
9. To receive updates and approve any action to be taken on,
a) Cemetery – proposed memorials by William Kent; to receive an update from the council’s solicitor regarding the purchase of land to extend the cemetery; update on groundwater testing contract and latest Environment Agency restrictions on burials and groundwater and to consider if there is a need to pursue the complaint with The Legal Services Ombudsman regarding the former solicitor.

d) Grass-cutting contracts – update only
e) Bus shelter – approval of quotes for redecoration and guttering.
10. To consider and approve financial matters
a) To approve expenditure on the payments schedule
b) To note VAT reclaimed, fee invoices issued and other income
11. To note items of correspondence for information and decide on items for future action – LALC E-News, Invitation to nominate Community Centre Trustees, The Rural Bulletin, Police reports, Town and parish council news, ELDC Parish Council Jubilee Grant Scheme, letter of thanks from the primary school and invitation to the presentation morning, email from Saville’s regarding options for the Parish Council uses for the Playing Pitch field.
12. To consider options for the Playing Pitch field in Mareham le Fen and submission to the land owner/ land agent to consider and approving the community asset re-registrations in the village.
13. To consider the ELDC Parish Council Jubilee Grant Scheme and decide if there is any action to be taken.
14. To invite verbal or written reports from ELDC or LCC councillors and to consider that information.
15. To consider and approve any action on highways matters.
16. To meet and consider any applicants for co-option to the parish council following the Co-option Policy and Procedure. The Council may resolve to go into a private confidential session in accordance with the Policy and Procedure if necessary.
17. Dates of the ordinary meetings for the civic year ahead to be approved.

2023 – 18th January, 15th February, 15th March, 19th April, 17th May - AGM.
