23rd June 2022 Council Meeting
Dear Councillors,
You are hereby summoned to attend the next meeting of Mareham le Fen Parish Council which will be held on THURSDAY 23RD MAY 2022 commencing at 7.15pm in the Spitfire Committee Room, Mareham le Fen Community Centre. Face coverings are not mandatory but welcome if anyone wishes to wear one. Parish Council business must be conducted in a public meeting (except for items deemed to be confidential and not in the public interest). Items to be discussed are shown in the agenda.
If you cannot attend the meeting, please send your apologies to the Clerk with reasons.
PRESS AND PUBLIC WELCOME. There will be a public forum at this meeting starting at 7.15pm prior to the start of the parish council meeting when parishioners may ask questions or raise issues of local interest with the parish council for up to the first 15 minutes of the meeting. The chair of the meeting may limit the amount of time that each person may speak. The formal Council meeting will commence at the end of the public forum. Members of the public may not speak during the Parish Council meeting unless the Chair of the meeting allows this.
ELDC and LCC councillors will be invited to make verbal or written reports prior to the start of the full parish council meeting.

1. Apologies for absence with reason given
2. Declaration of Members’ interests in accordance with the Localism Act 2011 and requests for dispensations
(Disclosure by all members present of disclosable pecuniary interests in matters on the agenda that have not already been declared on their Declarations of Interests form. Councillors may not take part or vote on items they have a pecuniary interest in unless granted a dispensation. 3. To receive the draft minutes to be approved as the minutes of the meeting held on 18TH MAY 2022.
4. To consider any matters arising from the minutes of 18TH MAY 2022 not already on this agenda.
5. To receive and approve the draft minutes of Jubilee Committee on 17th May 2022 and consider the Platinum Jubilee events of June 2nd to 5th 2022.
6. To consider and comment on any local planning matters as a statutory consultee

7. To receive updates and approve any action to be taken on,
a) Cemetery –to receive an update from the council’s solicitor regarding the purchase of land to extend the cemetery; to receive an update on the complaint with The Legal Services Ombudsman regarding the former solicitor.
b) Benches – update and to authorise installation.
c) Noticeboard – update and to authorise installation.
d) Grass-cutting contracts – update only.
e) Bus shelter – to consider steps to be taken to get the work completed.
f) ELDC Jubilee grant application update.
8. To consider and approve financial matters
a) To approve expenditure on the payments schedule
b) To receive, consider and approve cash book income and expenditure 2021-22 statements and asset register for publication.
c) To receive the Annual Internal Audit Report dated 10th May 2022 and approve publication.
d) To receive, consider and approve the Annual Governance Statement 2021-22 and for the Chair and Clerk to sign.
e) To receive, consider and approve the bank reconciliation, variance analysis and the Accounting Statement 2021-22 and for the Chair and RFO to sign
f) To approve the dates of electors’ rights to be exercised 1st July 2022 to 11th August 2022.
g) To approve the submission of documents to the external auditor and publication of documents on the parish council’s website to meet obligations specified in the Transparency
Code and Accounts and Audit Regulations 2015.
9. To note items of correspondence for information and decide on items for future action – LALC E-News, The Rural Bulletin, Police reports, email from Community Centre Trustees for a meeting, County Views Feedback Report – Spring 2022, Town and parish council news and consultation on consultation on the UK Shared Prosperity Fund (UKSPF)
10. To consider options for the Playing Pitch field in Mareham le Fen and submission to the land owner/ land agent
11. To consider and approve the community asset re-registrations in the village.
12. To receive updates, consider and approve any action on highways matters including Community Speedwatch application.
13. To consider forthcoming training sessions, conferences and bookings – as listed on LALC ENews
14. To meet and consider any applicants for co-option to the parish council following the Co-option Policy and Procedure. The Council may resolve to go into a private confidential session in accordance with the Policy and Procedure if necessary.
