Dear Councillors,
You are hereby summoned to attend the Annual Meeting of Mareham le Fen Parish Council which will be held on WEDNESDAY 25th JUNE 2025 commencing at 4.30pm at Mareham le Fen Community Centre with election of Chair and Vice Chair followed by a public participation period starting at 4.35pm. Parish Council business must be conducted in public (except for items deemed to be confidential and not in the public interest) but it is not a public meeting. Items to be discussed are shown in the agenda.
If you cannot attend the meeting, please send your apologies to the Clerk with reasons.
PRESS AND PUBLIC WELCOME. There will be a public participation period at this meeting starting at 4.35pm. Parishioners may ask questions or raise issues of local interest with the parish council for up to 15 minutes. The chair of the meeting may limit the amount of time that each person may speak. The formal Council business will commence at the end of the public forum. Members of the public may not speak during the Parish Council meeting unless the Chair of the meeting allows this.

4. b) Declaration of Members’ interests in accordance with the Localism Act 2011 and requests for dispensations (Disclosure by all members present of disclosable pecuniary interests in matters on the agenda that have not already been declared on their Declarations of Interests form. Councillors may not take part or vote on items they have a pecuniary interest in unless granted a dispensation. 8. To consider and comment with material considerations on any local planning matters as a statutory consultee and to note decisions made by East Lindsey District Council and the Planning Inspectorate.

10. Highways
a) To consider any highway, footpath and FixMyStreet issues
b) To consider the purchase of Speed Indicator Devices and an application for an ELDC Community Grant towards the purchase cost.
11. To consider appointments to external bodies, groups and to receive reports.

12. To meet and consider any applicants for co-option to the parish council following the Co-option Policy and Procedure. The Council may resolve to go into a private confidential session in accordance with the Policy and Procedure if necessary.
13. Training Bookings to be approved.
14. To receive and approve updates on
- Participation of RHS In Bloom ‘Best-Kept Village’ competition, judging dates and to approve a budget for the purchase of items that may be required to support the village and other activities to be agreed to support the application.
15. To approve Risk Register, Asset Register, Financial Regulations and Standing Orders.
16. To consider the Annual Governance and Accounting Return 2024-25 for submission by 30th June 2025.
a) To receive, consider and approve cash book income and expenditure 2024-25 statements and asset register for publication.
b) To receive the Annual Internal Audit Report and approve publication (if available).
c) To receive, consider and approve the Annual Governance Statement 2024-25 and for the Chair and Clerk to sign.
d) To receive, consider and approve the bank reconciliation, variance analysis and the Annual Accounting Statement 2024-25 and if approved for the Chair to sign
e) To approve the dates of electors’ rights to be exercised Monday 30th June – Friday 8th August 2025.
f) To approve the Certificate of Exemption (if applicable) and publication of documents on the parish council’s website to meet obligations specified in the Transparency Code and Accounts and Audit Regulations 2015.
