Dear Councillors,

You are hereby summoned to attend a meeting of the Mareham le Fen Parish Council Finance and General Purposes Committee which will be held on TUESDAY 18th November 2025 commencing at 7.35pm or after the conclusion of the Parish Council meeting (if later) at Mareham le Fen Community Centre with a public participation period starting at 7.20pm. Parish Council business must be conducted in public (except for items deemed to be confidential and not in the public interest) but it is not a public meeting.  Items to be discussed are shown in the agenda.

If you cannot attend the meeting, please send your apologies to the Clerk with reasons.

PRESS AND PUBLIC WELCOME.  There will be a public participation period at this meeting starting at 7.20pm.  Parishioners may ask questions or raise issues of local interest with the parish council for up to 15 minutes.  The chair of the meeting may limit the amount of time that each person may speak.  The formal Council business will commence at the end of the public forum. Members of the public may not speak during the Parish Council meeting unless the Chair of the meeting allows this.

3.  Declaration of Members’ interests in accordance with the Localism Act 2011 and requests for dispensations (Disclosure by all members present of disclosable pecuniary interests in matters on the agenda that have not already been declared on their Declarations of Interests form. Councillors may not take part or vote on items they have a pecuniary interest in unless granted a dispensation. Requests for a dispensation should be sent to The Clerk by email or at the start of the meeting).

To consider and comment with material considerations on any local planning matters as a statutory consultee and to note decisions made by East Lindsey District Council and the Planning Inspectorate.   • S/114/00230/25 - LAND ADJACENT CROESO MAIN STREET MAREHAM LE FEN - Section 73 application to vary condition no. 1 (approved plans), condition no. 4 (landscaping), condition no. 5 (surface water drainage scheme) and condition no. 7 (surface water drainage management) previously imposed on planning permission reference S/114/01741/22 for the for the erection of 30no. dwellings. MLFPC – no comment.
  • 02040/25/FED - Diversion of public footpath no. 178. Footpath From Birkwood Development Site and along Main Street Mareham Le Fen Lincolnshire – MLFPC – No Comment.
  • 03529/25/FUL - Gantspeed Engineering Chapel Lane Mareham Le Fen Lincolnshire PE22 7PZ - Planning Permission - Change of use of existing building to form a day nursery. NEW (documents awaited).

 

7. To consider and approve financial matters

a) To approve expenditure on the payments schedule.

b) To note the bank statement balances and bank reconciliation.

c) To consider amendments to the bank account signature mandate.

d) To consider budget monitoring 2025-26 and draft budget for 2026-26

e) To appoint Internal Auditor for 2025-26 and 2026-27. 

 

9. Highways

a) To consider any highway, footpath and FixMyStreet issues

b) To consider any grass-cutting issues and the option to extend contract for a further year.

 

10.  Training Bookings to be approved.

11. To consider Terms of Reference for Parish Council Committees and membership appointments.

12. To update situation with the defibrillators in the parish.  

 

13. To consider and update on cemetery matters.

 

14. To consider items to be added to the next meeting Parish Council agenda on 21st January 2026.
