DRAFT Minutes of Mareham le Fen Parish Council meeting 12th June 2025 at 3.30pm held at Mareham le Fen Community Centre

Members of Public present: Two
There was no public participation period.
13/25. Election of a temporary Chair of the Council until the Annual Parish Council Meeting and signing of the Declaration of Acceptance of Office.
Due to the resignation, as a Parish Councillor, of the former Chair of the Parish Council the Vice Chair presided over this item. District Councillors F.Martin and W.Gray had been temporarily appointed by Order of East Lindsey District Council to Mareham le Fen Parish Council to serve until the Parish Council was quorate again. Cllr Thomas proposed, Cllr Whiley seconded unanimously RESOLVED that Cllr Thomas is elected as the Chair of Mareham le Fen Parish Council. The Declaration of Acceptance of Office was signed witnessed by the Clerk.
14/25. Apologies for absence with reason given
Cllr W.Gray’s apologies were noted.
15/25. Declaration of Members’ interests in accordance with the Localism Act 2011 and requests for dispensations
None.
16/25. To receive the draft minutes to be approved as the minutes of the parish council meeting held on 5th February 2025 and the Finance and General Purposes Committee on 9th May 2025 and to note the Clerk’s Report.
Proposed Cllr Thomas, seconded Cllr Whiley unanimously RESOLVED to adopt the drafts as the minutes of the Parish Council.
17/25. To consider applications for co-option to Mareham le Fen Parish Council in accordance with the Council’s adopted Co-option Policy.
Six seats were available for co-option. There were three applications considered; M. Rodgers, J.Mersh, C.Robinson. Cllr Thomas proposed, Cllr Whiley seconded and unanimously RESOLVED to co-opt all three applicants. The Clerk advised that as they were not present the Parish Council must fix a date by which the co-opted councillors must sign the Declaration of Office. Proposed Cllr Thomas, seconded Cllr Whiley unanimously RESOLVED that the Declaration of Acceptance of Office must be signed by 31st July 2025 in accordance with S.83 (4)( c) Local Government Act 1972. Failure to sign the Declaration of Acceptance of Office would create a vacancy.
18/25. Date of the next meeting and items to be added to the agenda.
The date of the Annual Parish Council Meeting was RESOLVED to be 25th June 2025 at 4.30pm. Items on the agenda will include election of the Chair and Vice Chair of Mareham le Fen Parish Council, appointments to Council committees and other external bodies, approval of statutory Annual Governance and Accounting Return (AGAR), consideration of co-options, planning applications, key policies and other pressing matters.
