Dear Councillors,
You are hereby summoned to attend an extraordinary meeting of Mareham le Fen Parish Council which will be held on FRIDAY 28th June 2024 commencing at 6.00pm at Mareham le Fen Community Centre preceded by a public participation period starting at 6.00pm not exceeding 10 minutes. Parish Council business must be conducted in public (except for items deemed to be confidential and not in the public interest) but it is not a public meeting. Items to be discussed are shown in the agenda.
If you cannot attend the meeting, please send your apologies to the Clerk with reasons.
PRESS AND PUBLIC WELCOME. There will be a public participation period at this meeting starting at 6.00pm. Parishioners may ask questions or raise issues of local interest with the parish council for up to 10 minutes. The chair of the meeting may limit the amount of time that each person may speak. The formal Council business will commence at the end of the public forum or earlier if completed. Members of the public may not speak during the Parish Council meeting unless the Chair of the meeting allows this.

AGENDA
1. Welcome by the Chair of the Council.
2. Apologies for absence with reason given

Declaration of Members’ interests in accordance with the Localism Act 2011 and requests for dispensations (Disclosure by all members present of disclosable pecuniary interests in matters on the agenda that have not already been declared on their Declarations of Interests form. Councillors may not take part or vote on items they have a pecuniary interest in unless granted a dispensation. Requests for a dispensation should be sent to The Clerk by email or at the start of the meeting).

5. To consider and approve financial matters
a) To approve amendments to the parish council’s insurance policy.
b) To approve expenditure on the payments schedule.
c) To note the bank statement balances and bank reconciliation.
6. To approve the Annual Governance and Accounts Return 2023-24 and publication:
a) To receive, consider and approve cash book income and expenditure 2023-24 statements and asset register for publication.
b) To receive the Annual Internal Audit Report and approve publication (if available).
c) To receive, consider and approve the Annual Governance Statement 2023-24 and for the Chair and Clerk to sign.
d) To receive, consider and approve the bank reconciliation, variance analysis and the Annual Accounting Statement 2023-24 and if approved for the Chair to sign
e) To approve the dates of electors’ rights to be exercised Monday 1 July – Friday 09 August 2023.
f) To approve the Certificate of Exemption (if applicable) and publication of documents on the parish council’s website to meet obligations specified in the Transparency Code and Accounts and Audit Regulations 2015.
7. Highways
a) To consider any grass-cutting and maintenance contract issues.
8. Training Bookings to be approved.
9. To receive and approve updates on
- Participation of RHS East Midlands In Bloom ‘Best-Kept Village’ competition, judging date and other steps.
10. Date of the next meeting Wednesday 17th July 2024 and items to be added to the agenda.
