Dear Councillors,
You are hereby summoned to attend the next meeting of Mareham le Fen Parish Council which will be held on WEDNESDAY 17th APRIL 2024 commencing at 7.30pm at Mareham le Fen Community Centre preceded by a public participation period starting at 7.15pm. Parish Council business must be conducted in public (except for items deemed to be confidential and not in the public interest) but it is not a public meeting. Items to be discussed are shown in the agenda.
If you cannot attend the meeting, please send your apologies to the Clerk with reasons.
PRESS AND PUBLIC WELCOME. There will be a public participation period at this meeting starting at 7.15pm. Parishioners may ask questions or raise issues of local interest with the parish council for up to 15 minutes. The chair of the meeting may limit the amount of time that each person may speak. The formal Council business will commence at the end of the public forum. Members of the public may not speak during the Parish Council meeting unless the Chair of the meeting allows this.

AGENDA
1. Apologies for absence with reason given
2. Declaration of Members’ interests in accordance with the Localism Act 2011 and requests for dispensations (Disclosure by all members present of disclosable pecuniary interests in matters on the agenda that have not already been declared on their Declarations of Interests form. Councillors may not take part or vote on items they have a pecuniary interest in unless granted a dispensation. Requests for a dispensation should be sent to The Clerk by email or at the start of the meeting).
3. To receive the draft minutes to be approved as the minutes of the meeting held on 21st February 2024.
4. Matters arising from the minutes of 21st February and Clerk’s updates not already on this agenda.
5. To receive and note correspondence from LALC ENews (two-weekly); LALC Training Bulletin (monthly); LCC Town and Parish News and ELDC Town and Parish E-News (monthly); LCC email Section 19 Flood Investigation contractors operational in areas affected by flooding; LCC Highways email acknowledgement verge marker posts to be installed when the white leaner rails replaced; LCC Parish Agreement highway verge contribution rate 2024/25 £1721.27 for 16393m2.
6. ELDC and LCC councillors invited to make verbal or written reports on local matters.
7. To consider and comment with material considerations on any local planning matters as a statutory consultee and to note decisions made by East Lindsey District Council
- S/114/01809/22 - LAND EAST OF SHERATON, MAIN STREET, MAREHAM LE FEN - Planning Permission - Erection of 30no. dwellings and construction of a vehicular access – to receive and respond to any updates – ELDC Decision - REFUSED.
- S/114/00477/23 - MEMORIAL LAWN, MAIN STREET, MAREHAM LE FEN, PE22 7RL - Outline erection of 2no. dwellings - to receive and respond to any updates.
- S/114/00393/24 - OSBORNE HOUSE, MAIN STREET, MAREHAM LE FEN, BOSTON, PE22 7RW - Planning Permission - Change of use, conversion of and alterations to include partial demolition of existing butchery into a dwelling, erection of 2no. houses, existing buildings on site to be demolished – NEW – consultation period ends 17th April 2024 (extended for PC only).
8. To consider and approve financial matters
a) To approve expenditure on the payments schedule.
b) To note the bank statement balances and bank reconciliation.
c) To note the receipt of the ELDC Community Grant of £250 for Community Speedwatch and litter-picking.
d) To consider and approve amendments to the insurance policy renewal.
9. Highways
a) To receive updates, consider and approve spending, training preparation and volunteer co-ordination for Community Speed Watch.
b) To consider updates to LCC Highways faults and issues list, Fix My Street and other highway matters.
10. To consider appointments to external bodies, groups and to receive reports.
11. To meet and consider any applicants for co-option to the parish council following the Co-option Policy and Procedure. The Council may resolve to go into a private confidential session in accordance with the Policy and Procedure if necessary.
12. Training Bookings to be approved.
13. To receive and approve updates on
- the purchase of the 0.22acres cemetery extension.
- Installation of the defibrillator in Tumby Woodside
- D-Day 80th Commemoration events
- Litter-picking – Mareham le Fen Wombles Group.
- Participation of RHS In Bloom ‘Best-Kept Village’ competition and approve a budget for the purchase of items that may be required to support the village and other activities to be agreed to support the application.
15. To approve items for the parish council newsletter and the budget.
16. To approve Chair’s Allowance Policy.
17. To note the arrangements for the Annual Parish Meeting – 22nd May 2024.
