held at Mareham le Fen Community Centre
Present: Cllrs D.Hill (Chair), P. Chilvers and P. Bourn.

SEC1/22. Comments from the Chair
The Chair convened the committee to consider new policy and procedures and hoped the committee would work as a team.
SEC2/22. Apologies for absence with reason given and if a substitution can be made.
All present. None.
SEC3/22. Declaration of Members’ interests in accordance with the Localism Act 2011 and dispensations
There were none.
SEC4/22. To exclude the press and public to discuss item of business that would be confidential (Public Bodies (Admission to Meetings) Act 1960 S.1(2) and Local Government Act 1972 Schedule 12A (1) and (2) information relating to an individual or would reveal the identity of an individual).
It was proposed by Cllr Bourn, seconded by Cllr Chilvers and approved by show of hands,
RESOLVED to exclude the public and media due to confidential items to be discussed.
SEC5/22. To consider and approve payment to the former Acting Clerk for duties performed between June and December 2021.
It was proposed by Cllr Bourn and seconded by Cllr Chilvers and approved to recommend approval of the hours worked and expenses for payments by full parish council and to record thanks for the cover provided on an interim basis.
RESOLVED to recommend to full council to pay the pay and expenses of the Acting Clerk.
SEC6/22 To consider and approve the Staff HR Policy and Procedure handbook.
The handbook had been circulated prior to the meeting and Cllr Bourn proposed and Cllr Chilvers seconded and approved unanimously by a show of hands
RESOLVED to approve the adoption of the Staff HR Policy and Procedure Handbook.
SEC7/22. To consider the adequacy of the parish council’s insurance policy to meet employment contract obligations.
Documents circulated prior to the meeting and it was proposed by Cllr Chilvers and seconded by Cllr Bourn and unanimously approved by show of hands
RESOLVED that after review the insurance policy did meet the needs specified by council employment contracts.
SEC8/22. To consider and decide whether to approve the Clerk’s subscription as a member of the Society of Local Council Clerks.
After discussion it was proposed by Cllr Bourn and seconded by Cllr Chilvers and unanimously approved by show of hands RESOLVED to recommend to full parish council that annual subscription to Society of Local Clerks of £106.00 for 2022/23 is paid.
The meeting ended at 7.05pm.
