Minutes of Mareham le Fen Parish Council meeting 15th July 2026 at 7.00pm
held at Mareham le Fen Community Centre
Present: Cllrs D.Walby (Chair), M.Walby, H. Poulton, C.Robinson, G.Fisher.
Not Present: C.Poulsen, O.Marshall, N.Marshall.

79/26. Welcome and announcements by the Chair.
The Chair welcomed Cllr Fisher to the parish council.
80/26. Apologies for absence with reason given
Noted apologies from Cllrs C.Poulsen, O.Marshall and N.Marshall and reasons approved.
81/26. Declaration of Members’ interests in accordance with the Localism Act 2011 and requests for dispensations.
Cllr Fisher, Cllrs M and D Walby – play area planning permission.
82/26. To receive the draft minutes to be approved as the minutes of the meeting held on 24th June 2026.
Proposed Cllr M.Walby, seconded Cllr D.Walby and unanimously approved.
83/26. Matters arising from the minutes of 24th June 2026 and Clerk’s updates not already on this agenda.
Minute 75/26 Certificate of Exemption receipted by the External Auditor and Public Interest Rights Notice published by the Parish Council online and in the noticeboard.
Cllrs queried if the speed signs and bank mandates should be on the agenda. The Clerk would note.
84/26. To consider applications for co-option to become a parish councillor on Mareham le Fen Parish Council in accordance with the Co-option procedure.
Proposed Cllr Robinson, seconded Cllr Poulton and unanimous to co-opt J.Godber subject to Declaration of Acceptance of Office being signed by the next ordinary meeting.
85/26. ELDC and LCC councillors invited by the Chair to make verbal or written reports on local matters.
Apologies noted from LCC Cllr Roberts and ELDC Cllr Foster and Knowles.
86/26. Planning matters
a) 00692/26/FUL - Planning Permission - Installation of outdoor play equipment. Mareham Le Fen Community Centre Horncastle Road Mareham Le Fen Lincolnshire PE22 7QL
Council noted ELDC Decision – Approved 26th June 2026.
b) Enforcement of the clearance of spoil next to the new Gleeson’s Estate.
Proposed Cllr Robinson, seconded Cllr Poulton and unanimous that the Clerk should ask ELDC to look again at the enforcement of clearing up the land.
87/26. Highway, footpath, and drainage matters affecting the parish.
a) To consider any FixMyStreet local issues.
Noted the current calls outstanding.
b) To consider requesting the extension of parking restrictions along Horncastle Road outside the Community Centre to the Church Lane footpath.
Cllr M.Walby proposed, seconded Cllr Robinson that the double yellow lines should be extended to Church Lane. The Clerk to notify LCC Cllr Roberts and LCC Highways.
c) To consider the speed limit signs coming into the village.
LCC Highways had agreed to remove the 50mph repeater signs just before the 30mph zone.
88/26. Financial Matters
a) To consider payments on the payments schedule

£2115.48 Welton Garden Service – grass/grounds maintenance.
b) To note bank balances and bank reconciliation.

89/26. Play Area Equipment Maintenance
The Clerk explained that the Community Centre was the charity on whose land the new Play Equipment was being built. The Community Centre had more sources of grants to seek funding from including from the parish council. Many parish councils and other organisations provide and maintain play area equipment and training would need to be obtained for those individuals inspecting it. Parish Council noted this explanation.
90/26. New Cemetery Bench
A representative of the Trustees of Mareham Silver Band made an offer to purchase and site a bench at the Cemetery. The Chair with the consent of the Parish Council welcomed the offer. The Clerk would check the proposed location of the bench was suitable before installation.
91/26. Events
New dates awaited for booking councillor induction for new councillors.
