Public Forum
Issue raised regarding the fencing around the Gleeson housing development on Main Street and fencing being added to the verge.
Public forum ended at 7.20pm.

63/23. Declaration of Members’ interests in accordance with the Localism Act 2011 and requests for dispensations.

64/23. To receive the draft minutes to be approved as the minutes of the meeting held on 15th March 2023.
Proposed Cllr Bourn, seconded Cllr Thomas and unanimously approved RESOLVED to adopt the minutes of 15th March 2023. Chair to sign.
65/23. Any matters arising from the minutes of 15th March 2023 and Clerk’s updates not already on this agenda.

66/23. To receive and note correspondence
Correspondence had been received from LALC ENews (weekly), LCC and ELDC Newsletters, ICCM Newsletters, Rural Services Newsletter, Lincs Call Connect/ Connect Bus service times, ELDC Asset of Community Value application, LCC Horse warning signs report. Noted.
67/23. ELDC and LCC councillors invited to make verbal or written reports on local matters.
Cllr Gray (Lincolnshire County Councillor) confirmed that the council supported many Ukrainian families located in the county; the budget had been set with £275m for adult social care, £450m for children social care and roads maintenance was £93m. With 5,500 miles, 47 gritters and 12 weather stations and childrens centres for 0-5 year olds there was much to run even in difficult financial times. Cllr Gray reminded everyone that the Good Citizen Awards nominations were being sought.
Cllr Foster (East Lindsey District Councillor) updated the meeting that the planning application S/114/01809/22 to be considered at Planning Committee had been deferred and information was awaited from Gleesons before it could go ahead which he thought a committee meeting would be planned in June or July to consider it.

S/114/01809/22 - LAND EAST OF SHERATON, MAIN STREET, MAREHAM LE FEN - Planning Permission - Erection of 30no. dwellings and construction of a vehicular access – awaiting Planning Committee meeting - date unknown.

S/213/02177/22 - LAND AT HILL FARM, MAIN ROAD, WOOD ENDERBY - Planning Permission - Change of use, conversion of and alterations to the 4no. existing agricultural buildings to provide facilities for the importation of virgin timber, wood pallets and wood chip for biomass for the production of dried wood and wood chip for briquette production (off site) and the installation of 6no. 10m high flues – ELDC decision awaited.

S/114/00203/23 - MAREHAM LE FEN COMMUNITY CENTRE, HORNCASTLE ROAD, MAREHAM LE FEN, BOSTON, PE22 7QL - Planning Permission - Installation of outdoor play equipment to the maximum height of 4.7 metres. Awaiting ELDC decision.
- S/114/00477/23 - MEMORIAL LAWN, MAIN STREET, MAREHAM LE FEN, PE22 7RL - Outline erection of 2no. dwellings – NEW – comments by 4th April 2023 – councillors discussed the merits of the application but decided they need to await the decision from ELDC about Asset of Community Value nomination and hoped to hear the preservation society could put forward some achievable alternative proposals. In the absence of a proposal councillors deferred further consideration to the next meeting.

S/114/00525/23 - LAND ADJACENT MANOR HOUSE AND MANOR FARM, FIELDSIDE, MAREHAM LE FEN - Planning Permission - Change of use of existing buildings from agriculture to automotive parts storage (building A) (Use Class B8) and agricultural contractors workshop (building B) (Use Class B2) (uses already commenced) – proposed Cllr Thomas, seconded Cllr Bourn and unanimously approved RESOLVED to support the application.

Proposed Cllr Thomas, seconded Cllr Bourn and unanimously approved RESOLVED to make the payments in the above payments schedule.
b) To receive the accounts for 2022-23 and bank reconciliation
No change to previous minute.
70/23. To receive and consider recommendations of the Coronation/ 80th D-Day Commemorations working party.
It was noted that the Play Area group were hoping to do something. The pub will have a Family Day on the Sunday. No further action required.
71/23. To review and approve the risk register.
The Clerk advised that the risk register was largely unchanged but with increased risks coming from the cemetery and the setting up of a community speed watch team which may need some new actions to be approved.
72/23. To note any issues arising from the Annual Parish Meeting held on 29th March 2023.
Issues raised included reducing the speed through the village, raising awareness of horses walking through the village with horse signs, state of footpaths / rights of way (ELDC pride team to be contacted), reducing the speed to Wood Enderby. These were noted.
