Minutes of Parish Council meeting  15th March 2023 at 7.15pm

Public Forum

Issues raised Planning Committee postponed and not known when housing development application would be heard.

44/23. Apologies for absence with reason given

45/23. Declaration of Members’ interests in accordance with the Localism Act 2011 and requests for dispensations. 

None

46/23. To receive the draft minutes to be approved as the minutes of the meeting held on 15th February 2023. 

Proposed Cllr Bourn, seconded Cllr Chilvers and unanimously approved RESOLVED to adopt the minutes of 15th February 2023. Chair to sign. 

47/23. Any matters arising from the minutes of 15th February 2023 and Clerk’s updates not already on this agenda.

The Chair noted that getting the Cemetery records was a priority for the new financial year. 

48/23. To receive and note correspondence

Correspondence had been received from Lincolnshire Police, LALC ENews (weekly), LCC and ELDC Newsletters, PCC enquiry about events for the Coronation, LALC EGM 16/3/2023, LCC regarding horse signs in the parish.

49/23. ELDC and LCC councillors invited to make verbal or written reports on local matters.

There were no verbal just written reports to consider.

50/23. To consider and comment with material considerations on any local planning matters as a statutory consultee and to note decisions made by East Lindsey District Council

  • S/114/01809/22 - LAND EAST OF SHERATON, MAIN STREET, MAREHAM LE FEN - Planning Permission - Erection of 30no. dwellings and construction of a vehicular access – awaiting Planning Committee meeting - date unknown.

  • S/213/02177/22 - LAND AT HILL FARM, MAIN ROAD, WOOD ENDERBY - Planning Permission - Change of use, conversion of and alterations to the 4no. existing agricultural buildings to provide facilities for the importation of virgin timber, wood pallets and wood chip for biomass for the production of dried wood and wood chip for briquette production (off site) and the installation of 6no. 10m high flues – further period of consultation – parish council welcomed the road enhancements and was still waiting for more information about how LCC would address the parking issues on Horncastle Road in Mareham le Fen after re-opening of the butchers and re-occupation of nearby flats/ houses near the junction. It was proposed by Cllr Bourn, seconded by Cllr Thomas to add a further comment. 

  • S/114/00203/23 - MAREHAM LE FEN COMMUNITY CENTRE, HORNCASTLE ROAD, MAREHAM LE FEN, BOSTON, PE22 7QL - Planning Permission - Installation of outdoor play equipment to the maximum height of 4.7 metres. Further consultee comments added. Awaiting ELDC decision.

Proposed Cllr Bourn, seconded Cllr Thomas and unanimously approved RESOLVED to make the payments in the above payments schedule.

b) To receive the accounts for 2022-23 and bank reconciliation

Councillors noted the bank balances of current account ££4,361(1/3/2023) and deposit £23,828.24  (9/2/23).        .

52/23. Highways 

a) To receive updates, consider and approve spending, training preparation and volunteer co-ordination for Community Speedwatch.

Volunteers were to be sought in the parish council newsletter for CSW training and volunteer patrols.

b) To consider updates to LCC Highways road closure, faults and issues list and other highway matters.

Cllr Bourn proposed, Cllr Chilvers seconded and unanimously approved RESOLVED that the Clerk to request the ELDC Pride Team to clear the footpath from the village to Revesby Estate main gates.

53/23. To note steps taken and to approve arrangements for a defibrillator in Tumby Woodside.

A resident in Tumby Woodside is willing to provide power and a quote required from a fabricator to make a frame via Cllr Bourn.  The item was deferred to next meeting. 

Proposed Cllr Bourn, seconded Cllr Thomas for the Clerk to approach Gleesons for more defibrillators to support new development areas.

54/23. To consider and approve memorials for erection in the cemetery.

None to consider.

55/23. To receive and consider recommendations of the Coronation/ 80th D-Day Commemorations working party.

Noted the discussion about possible events being planned by Community Centre and the pub. Deferred to the next meeting. 

56/23. To consider rent review for agricultural tenants.

Cllr Bourn proposed, Cllr Chilvers seconded and unanimously approved RESOLVED for the Clerk to issue a Notice of Rent Review to the tenant. 

57/23. To review and consider the risk register.

This item was deferred to the next meeting. 

58/23 To approve purchase of a new laptop

The Clerk explained that touch-screen laptops could be found with 8GB/16GB RAM and 256GB memory such as ASUS, Samsung, etc from Curry/PC World as the current machine was so slow.  Cllr Thomas proposed and Cllr Bourn seconded and it was unanimously approved RESOLVED for the Clerk to purchase a new laptop within the £550 budget amount. 

59/23.  Training Bookings to be approved

The Chair and Cllr Thomas wish to attend the CSW training and agricultural tenancies when available. 

60/23. To note and approve arrangements for the Annual Parish Meeting on 29th March.

The Clerk will seek confirmation from Lincs FA and Lincs Emergency Planning.  The school will send a report and PCC requested one from them. The Chair proposed and Cllr Thomas seconded RESOLVED the Clerk may purchase light refreshments under delegated powers. 

43/23. Date of the next meeting 19th April 2023 and items to be added to the agenda.
